جائزة دبي الدولية للقرآن الكريم سنوات من التميز في خدمة كتاب الله - سبعة عشر عاما و دبي تنير أفئدة العالم.. و ترسل نور القرآن إلي قلوب أهل الأرض في شهر النور و المغفرة.. تلهج الألسنة بتلاوة كتاب الله المجيد في تدبر و تجل.. تجويدا و حفظا .. سبعة عشر عاما و جائزة دبي الدولية للقران الكريم تضئ منابر يتوافد اليها حفظة كتاب الله المجيد من كل أصقاع العالم .. هذه الجائزة التي أنارت قلوب و أسماع الدنيا بآيات الله في شهر رمضان المبارك من كل عام.بل وامتدت إلى أيام السنة بأكملها عبر فعاليات وأنشطة إيمانية مختلفة . إنها سنوات مضيئة من الانجاز. و أي إنجاز ذلك الذي يهدف إلى الارتقاء بالمستوى العام للأداء القرآني حفظاً وتجويداً وتلاوة وعملاً و إبرازا للوجه الإسلامي للدولة وتأكيدا للقيم الإسلامية وأهمية دورها في الحياة. - في عام 1418 هـ – 1997 و بناءا على أوامر سامية من صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي حفظه الله أنشئت جائزة دبي الدولية للقران الكريم .. حيث بدأت بفرعي المسابقة الدولية للقرآن الكريم ، والشخصية الإسلامية ، ثم استحدثت فيها سبعة أفرع جديدة هي : برنامج المحاضرات والمسابقة المحلية للقرآن الكريم ، وفرع تحفيظ القرآن الكريم في السجون ، ، وبرنامج الحافظ المواطن ، ومسابقة أجمل ترتيل وبرنامج خدمة علوم القرآن.وبرنامج القراءات. اللجنة المنظمة للجائزة سعادة المستشار إبراهيم محمد بوملحه - رئيس اللجنة المنظمة الدكتور سعيد عبدالله حارب - نائب رئيس اللجنة المنظمة المهندس سامي عبدالله قرقاش - رئيس وحدة العلاقات العامة الأستاذ عارف عبدالكريم جلفار - رئيس وحدة البرامج والأنشطة الأستاذأحمدالزاهد - رئيس وحدة الاعلام الأستاذ عبدالرحيم حسين أهلي - رئيس وحدة الشؤون المالية والإدارية الدكتور محمد عبدالرحيم سلطان العلماء - رئيس وحدة علوم القرآن الأستاذ شوقي أحمد الطاهر - مقرر اللجنة المنظمة - أهداف الجائزة هي:  الارتقاء بالمستوى العام للأداء القرآني حفظاً وتجويداً وتلاوة وعملاً.  إبراز الوجه الإسلامي للدولة .  تأكيد القيم الإسلامية وأهمية دورها في الحياة.  تكريم الشخصيات أو الجهات التي قامت بخدمة الإسلام في العالم بشكل مميز.  طبع ونشر الكتب التي تعنى بعلوم القرآن . - تمنح للفائزين جوائز مالية وشهادات تقدير، كما يمنح سائر المشاركين مكافآت مالية وشهادات تقدير. - تتحمل الجائزة تكاليف السفر والإقامة للمتسابقين والشخصية الإسلامية ولجان التحكيم والمدعوين . ( 1 ) المسابقة الدولية للقرآن الكريم حفظة كتاب الله المجيد الذين ملئوا سمع العالم بآيات الله .. أتوا من كافة دول العالم وحققوا أحد أهداف الجائزة الذي يعنى بالارتقاء بالمستوى العام للأداء القرآني حفظاً وتجويداً وتلاوة وعملاً.. فائزون سجلوا أسماءهم في سجلات جائزة دبي الدولية للقران الكريم. ويصل عدد المتسابقين المشاركين في كل عام إلى أكثر من 80 متسابقا ، جميعهم يخضعون للاختبار المبدئي فور وصولهم .. تأكيدا من الجائزة على أهلية و استحقاق المتسابق في شرف الاشتراك بهذه الجائزة تجرى هذه المسابقة في شهر رمضان من كل عام، وتدعى إليها الدول العربية والإسلامية والجاليات الإسلامية في العالم، بواقع متسابق واحد عن كل دولة أو مركز إسلامي معتمد . - يشترط في المتسابق أن لا يتعدى عمره ( 21 سنة ) وأن يكون حافظا للقرآن وملما بأحكام التجويد، وأن يبعث من قبل جهة رسمية، وأن لا يكون قد شارك في المسابقة نفسها من قبل . - يصل عدد المتسابقين المشاركين في كل عام الى80 متسابقا ، وكلهم يخضعون للاختبار المبدئي فور وصولهم، فان لم يكن حافظاً أعيد إلى بلده. - الروايات المعتمدة في المسابقة هي : حفص وورش وقالون والدوري ، لكن الغالبية حفص وورش . - يقام الحفل الختامي في العشرين من رمضان من كل عام ويحضره صاحب السمو الشيخ محمد بن راشد آل مكتوم رعاه الله ويكرم فيه أصحاب المراكز الأولى، حيث يمنح الأول 250000 درهم والمركز الثاني 200000 درهم، والمركز الثالث 150000 درهم، ويمنح سائر المتسابقين مكافآت تصل أعلاها إلى 65000 درهم وأدناها 20000 درهم. - تنقل فعاليات المسابقة عبر القنوات الفضائية والأرضية، وتنشر في الصحف الدولية والمحلية. - تقيّم قراءات المتسابقين في كل ليلة من قبل لجنة تحكيم دولية مكونة من خمسة محكمين بالاضافة إلى عضو احتياط، ويخضع المتسابق لخمسة أسئلة على مستوى المصحف بكامله، تعدها اللجنة الفنية بالجائزة وفق معايير دولية . - الأول بالدورة السادسة عشره (2) الشخصية الإسلامية رحلة تنسج الضياء.. و تكتب بأحرف من نور اسماءا حملت القرآن علما و منهجا و حياة .. جائزة دبي الدولية للقرآن الكريم كرمت تلك الأسماء على مدى خمسة عشر عاما و أعطت من استحق.. و كرمت من هو أهل للتكريم.. شخصيات إسلامية..كرمتها الجائزة لتثبت أن أهل العلم والفضل والخير لايستحقون التكريم فحسب .. و لكن يستحقون أن تحفر أسماؤهم في سجلات التاريخ و تكلل مجهوداتهم في خدمة كتاب الله المجيد وعلومه بتكريم يقف فيه كل العالم احتراما لهم و تقديرا لما قدموه للإنسانية من خير عميم - يتم في كل عام ترشيح علم من أعلام الدول العربية أو الإسلامية لنيل جائزة الشخصية الإسلامية. - يجوز أن تكون شخصية العام الإسلامية عالما أو جهة ،ويشترط فيها أن تكون ممن خدم الإسلام خدمة متميزة ، إما من خلال المؤلفات أو من خلال مواقف ، وأن يكون مشهودا لذلك بالإجماع . - تُختار الشخصية من قبل الجائزة، وبعد اختيار أحد الأسماء المرشحة يعرض الترشيح على صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي رعاه الله ليبارك سموه اختيار اللجنة المنظمة. - يعلن عن الشخصية من خلال مؤتمر صحفي يعقده سعادة رئيس اللجنة المنظمة للجائزة بحضور أعضاء اللجنة. - يتم تكريمه من خلال الحفل الختامي الذي يحضره صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي حفظه الله - تهدف المسابقة المحلية إلى: • الاهتمام بكتاب الله حفظا وتجويداً وتلاوة. • إعطاء فرصة للجنسين في الحفظ والأداء . • تشجيع أبناء المسلمين مواطنين ومقيمين على أرض الدولة. • تنشيط مراكز تحفيظ القرآن الكريم في الدولة من خلال التصفيات النهائية. • اختيار الحفظة من المواطنين وتأهيلهم لدخول المسابقة الدولية. - لمسابقة الشيخة هند بنت مكتوم للقرآن الكريم عدة فروع هي : - فرع حفظ 30 جزءاً - فرع حفظ 20 جزءاً - فرع حفظ 10 أجزاء - فرع حفظ 5 أجزاء خاص بالمواطنين - فرع حفظ 5 أجزاء للمقيمين دون 10 سنوات - فرع حفظ 3 أجزاء للمواطنين دون 10 سنوات - فرع القراءات لمن شارك في الفرع الأول من المسابقة وحصل أحد الإجازات في القراءات المشهورة ( ورش – قالون – الدوري) - يشارك فيها المواطنون والمقيمون من الجنسين، ويشترط أن لا يكون ممن شارك في المسابقة الدولية أو شارك في فرع أعلى في المسابقة السابقة، أو شارك في الفرع نفسه، وأن يرشح نفسه من خلال أحد المراكز ، ويشارك في فرع واحد فقط . - تجرى هذه المسابقة خلال شهر محرم من كل عام ويدخل المتسابق التصفيات النهائية بعد أن يخضع للتصفيات الأولى في مركزه الذي ينتسب إليه، ثم التصفيات التي تقام على مستوى المناطق. - يحق لكل مركز أن يرشّح سبعة متسابقين على مستوى الذكور، وسبعة متسابقات على مستوى الإناث، أي الأعلى على كل فرع إن توفّر ذلك. - يخضع المتسابق للاختبار ، ويقيّم من قبل لجنة تحكيم مكونة من خمسة أعضاء ، والمعتمد رواية حفص وتوضح الأسئلة بمعايير أسئلة المسابقة الدولية نفسها . - تدار المسابقة المحلية من خلال لجنة فرعية منبثقة من اللجنة المنظمة للجائزة تسمى لجنة المسابقة المحلية. - تمنح اللجنة المنظمة جوائز للمراكز الثلاث الأولى لكل فرع ويبلغ الأعلى 30000 والأدنى 3000 درهم، ولسائر المتسابقين مكافآت ويمنح الجميع شهادات تقدير. (4) فرع تحفيظ القرآن الكريم في السجون - إن حفظ و تجويد القرآن الكريم ينير القلوب .. و يغسل النفس من أدرانها كما يغسل البرد الثوب الأبيض .. و تشرق الروح بضياء التوبة.. عندما تكون آيات الله المجيدة هي نهج التائب و المنيب إلى ربه .. و قد وعت جائزة دبي الدولية للقرآن الكريم لهذه القيمة و أدركت أن المؤسسات العقابية يمكن أن تكون مؤسسة إصلاحية لذلك استحدثت الفرع الرابع للجائزة و هو فرع تحفيظ القرآن الكريم في السجون - باشر فرع التحفيظ في الإدارة العامة للمؤسسات العقابية والإصلاحية بدبي عمله ابتداء من 26/3/2002 بناء على توجيهات من صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي حفظه الله حيث صدر قرار إداري من سعادة المستشار إبراهيم محمد بوملحة –– رئيس اللجنة المنظمة للجائزة بانشاء هذا الفرع ويهدف إلى : - خدمة كتاب الله الكريم. - تحويل السجون إلى مدرسة إصلاحية . - تخفيف العقوبة عن نزلاء السجن، ويتم الإعفاء وفق الجدول التالي: الأجــــزاء العقوبة المخفضة 30 جزءاً 20 سنة 20 جزءاً 15 سنة 15 جزءاً 10 سنوات 10 أجزاء 5 سنوات 5 أجزاء سنة واحدة 3 أجزاء ستة أشهر - كلفت وحدة المسابقات بالإشراف على البرنامج فنيا، وتشرف الإدارة العامة للمؤسسات العقابية والإصلاحية عليه إدارياً. - يخضع النزلاء لاختبار كل ثلاثة أشهر، وعلى ضوئه يتقرر الإعفاء أو التخفيف. - يقام حفل رسمي كل سنة للإعلان عن المستفيدين من الإعفاء بحضور رئيس اللجنة المنظمة ونائبه وأعضاء اللجنة المنظمة والمسؤولين في النيابة العامة بدبي والقيادة العامة لشرطة دبي ودائرة الشؤون الإسلامية والعمل الخيري بدبي. (5) فرع برنامج المحاضرات والندوات تفتتح الجائزة فعاليات المسابقة الرمضانية في كل عام بالمحاضرات في الفترة من 1 - 8 من رمضان، وتدعو إليها نخبة من العلماء والمفكرين للمشاركة بمواضيع حية ومتنوعة. - تنظم اللجنة المنظمة للجائزة محاضرات وندوات ومؤتمرات على مدار العام في قاعات ومراكز ومساجد دبي وتعطى الفرصة للمراكز والمؤسسات الأخرى ببقية إمارات الدولة للاستفادة من المحاضرين بالقاء محاضرات في مؤسساتهم بالتنسيق مع الجائزة - يتم تسجيل هذه المحاضرات والندوات والمؤتمرات تلفزيونيا لإهدائها للقنوات الفضائية المحلية والعالمية لبثها على مدار العام. (6) فرع برنامج الحافظ المواطن - يهدف هذا المشروع إلى تشجيع المواطنين على حفظ القرآن الكريم، وقد دأبت الجائزة منذ إنشاء الفرع عام 2003 على الإعلان عن المسابقة وجمع طلبات الترشيح من الجنسين، ثم تحديد موعد لاختبار المسابقة التي تنتهي باختيار أفضل عشرة من الجنسين، ويمنح كل منهم مكافأة كالتالي: - المركز الأول 30,000 درهم - المركز الثاني 29,000 درهم - المركز الثالث 28,000 درهم - المركز الرابع 27,000 درهم - المركز الخامس 26,000 درهم - المركز السادس 25,000 درهم - المركز السابع 24,000 درهم - المركز الثامن 23,000 درهم - المركز التاسع 22,000 درهم - المركز العاشر 21,000 درهم - ويمنح كل متسابق شهادة تقدير. - كما يمنح باقي المتسابقين والمتسابقات مبلغ 5000 درهم لكل منهم وشهادة مشاركة ويقام حفل رسمي يحضره رجال الصحافة والإعلام. - يتم ترشيح المشاركين المتميزين من المواطنين من الجنسين لتمثيل الدولة في المسابقات العالمية . وقد حقق العديد من المشاركين من الجنسين مراكز متقدمة على مستوى المسابقات القرآنية العالمية . (7) فرع مسابقة اجمل ترتيل ترجع فكرة إنشاء مسابقة أجمل ترتيل وذلك بعد أن قامت اللجنة المنظمة للجائزة بإضافة فرع مصاحب للمسابقة الدولية للقرآن الكريم في دورتها التاسعة يسمى مسابقة أجمل الأصوات وقد خصص لها محكّم متخصص مُلم بعلم الأصوات والنغمات والمقامات التي يقرأ بها معظم المقرئين المشهورين وخصصت لها مكافأة خاصة لأحسن صوت يتم اختياره من بين جميع المتسابقين في المسابقة الدولية، وقد لاقت هذه المسابقة نجاحاً كبيرا واستحسانا من الجمهور وكانت حافزا للمتسابقين كل يحسّن صوته لرغبته في الاشتراك في هذه المسابقة، ونظرا لذلك النجاح لهذه المسابقة فقد اقترح سعادة المستشار إبراهيم محمد بوملحه- رئيس اللجنة المنظمة إنشاء مسابقة خاصة أتفق على تسميتها بمسابقة " أجمل ترتيل " وعرض الاقتراح على أعضاء اللجنة المنظمة وتم إقراره علما بأن النظام الأساسي للجائزة قد نصّ على أنه يجوز للجائزة أن تستحدث فروعاً جديدة فيما بعد لأن الهدف هو خدمة كتاب الله وإظهار حب المسلمين له والتنافس على حفظه وترتيله وهذا لم يكن في الأديان الأخرى حيث قال في محكم آياته " ورتّل القرآن ترتيلا " والصوت الحسن موهبةٌ من الله منًّ بها على كثير من خلقه.. وقال بعض أهل التفسير في قوله تعالى :(( يزيد في الخلق مايشاء )) وبجمال خلق الله للإنسان الذي بقدرته اكتمل الخلق وحسُن ؛قد يزيد في خلقه ما استحسن .. وقال النبيُّ صلَّى الله عليه وسلم لأبي موسى الأشعري رضي الله عنه لمَّا أعجبه حسن صوته :(( لقد أوتيتَ مزمارًا من مزامير آل داوود )) .أهداف المسابقة · اكتشاف المواهب والأصوات القرآنية ورعايتها وتأهيلها، وتشجيع أصحابها وتعزيز مكانتهم في المجتمع. · تقديم أنموذج أصيل للمسابقات القرآنية التلفزيونية، لدعوة المشاهدين إلى المائدة القرآنية لتغذية الفطرة السليمة بسماع الأصوات القرآنية الندية. · تقديم نماذج متميزة لقراء المستقبل للقرآن الكريم. · منح أصحاب الأصوات الجميلة فرصة للتنافس بأصواتهم في مجال القرآن الكريم. فروع مسابقة أجمل ترتيل : · يتم تقسيم المشاركين إلى خمس فئات كما يلي: 1. فئة البراعم " دون 15سنة " 2. فئة الفتيان "من 15 – 25 سنة " 3. فئة الشباب " فوق 26 سنة " 4. فئة أئمة المساجد 5. فئة أجمل صوت في رفع الأذان 8) برنامج خدمة علوم القرآن تسعى جائزة دبي الدولية للقرآن الكريم أن يكون برنامجها في خدمة علوم القرآن الكريم رائداً ومتميزاً على مستوى العالم الإسلامي.ومن أهداف البرنامج وأنشطته: - إقامة أو رعاية المعارض المتعلقة بالقرآن الكريم وعلومه، وتنظيم البرامج التعريفية بالقرآن الكريم أو المشاركة فيها. - التعاون مع المراكز المهتمة بعلوم القرآن الكريم. - عقد الملتقيات والندوات والمؤتمرات المتعلقة بالقرآن الكريم، وتنظيم أو رعاية المسابقات التي تنشر الثقافة القرآنية. - تشجيع الأعمال المتميزة في مجال علوم القرآن الكريم والسنة النبوية والسيرة العطرة للمصطفى صلي الله عليه وسلم والاهتمام بطبع ونشر ما يتصل بعلوم القرآن وقد قامت اللجنة المنظمة باصدار اكثر من 50 كتاباً في مواضيع متعلقة بالإعجاز القرآني والدراسات القرآنية والسنة النبوية والسيرة العطرة. 9) برنامج القراءات يهدف برنامج تعليم القراءات في الجائزة إلى تخريج كوكبة من علماء القراءات من أبناء دولة الإمارات وإجازتهم بالسند المتصل إلى النبي صلى الله عليه وسلم في القراءات السبع والقراءات العشر الصغرى والكبرى المتواترة عن النبي صلى الله عليه وسلم وبدأت الفكرة في عام 2006 حيث تم تشكيل لجنة من علماء القراءات من داخل الدولة، وتمت مخاطبة عدد من علماء القراءات خارج الدولة بهدف الخروج بلائحة تنظيمية ومنهج يناسب واقع دولة الإمارات و يواكب المناهج المتبعة في تدريس هذا العلم في بقية بلدان العالم الإسلامي، وقد أثمرت هذه الإجتماعات المطولة عن منهج متكامل يتكون من أربعة مراحل : المرحلة الأولى : يجاز الطالب فيها بقراءة عاصم أو رواية حفص من طريق الشاطبية أو من طريق طيبة النشر على حسب اختيار الطالب. المرحلة الثانية : يجاز فيها الطالب بالقراءات السبع . المرحلة الثالثة : يجاز فيها الطالب بالقراءات الثلاث المتممة للعشر الصغرى . المرحلة الرابعة : يجاز فيها الطالب بالقراءات العشر الكبرى . واشترطت اللائحة على الطلبة الملتحقين بالبرنامج أن يكونوا من الحفاظ المتقنين وأن يحفظوا عددا من المتون المقررة في المنهج و أن يجتازوا إختبارات التقديم وإختبارات نهاية كل مرحلة من المراحل . استحداث البرنامج نظام ( الحلقات المرنة ) في التدريس حيث يترك للشيخ والطالب تحديد مكان و زمان الدرس شريطة الإيفاء بمتطلبات المنهج المقرر وعدد ساعاته . وقد تم تخصيص حلقات للذكور وأخرى للإناث. يصاحب البرنامج عدد من البرامج التعليمية المساعدة تقدم بين فترة وأخرى على شكل دورات وندوات وورش عمل ولقاءات مفتوحة وحفظ متون معينة مع شرحها في عدد من العلوم مثل الضبط والرسم وعلوم القران 10) مصحف الشيخ خليفة بن زايد آل نهيان أعلن صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي رعاه الله عن إصدار مصحف الشيخ خليفة بن زايد آل نهيان وطباعته وتوزيع مليون نسخة منه وكلف سموه جائزة دبي الدولية للقرآن الكريم بالإشراف الكامل على طباعة المصحف وتوزيعه ابتغاء الأجر والمثوبة لصاحب السمو رئيس الدولة حفظه الله ولغرض تنفيذ القرار السامي قامت الجائزة بإنشاء فرع جديد باسم فرع مصحف الشيخ خليفة بن زايد آل نهيان وقامت اللجنة المنظمة بالاتصال مع جملة من الخطاطين المشهورين بحسن الخط في الدول العربية والإسلامية لكتابة المصحف وتم تكليف اثنين من اشهر الخطاطين في العالم للقيام بهذا الغرض وشكلت لجنة إدارية وأخري فنية للإشراف على مراحل كتابة المصحف وطباعته وتوزيعه 11) مركز الشيخ محمد بن راشد آل مكتوم للمخطوطات أعلنت اللجنة المنظمة لجائزة دبي الدولية للقرآن الكريم عن إنشاء فرع جديد هو مركز الشيخ محمد بن راشد آل مكتوم للمخطوطات في المقر الجديد للجائزة في منطقة الممزر بناءا على توجيهات صاحب السمو حاكم دبي رعاه الله حيث تبرع سموه بمجموعة كبيرة من مقتنياته الشخصية من المصاحف والمخطوطات للمركز كما تبرع معالى عبدالغفار بمقتنياته من المصاحف والمخطوطات النادرة وبأحجام مختلفة للمركز وفتحت الجائزة الباب امام جميع المهتمين بجمع المصاحف والمخطوطات الراغبين في المساهمة في هذا المركز حيث سيتم عرض مقتنياتهم بمكان مجهز ومؤمن بشكل كبير وسيتسنى للمركز عرض إبداعات التراث الإسلامي العظيم في مجال المخطوطات القرآنية ويتوقع إن يكون هذا المركز الأكبر والأضخم على مستوى الشرق الأوسط كما يتوقع ان ينضم عدد كبير من محبي جمع المخطوطات والمصاحف لعرض مقتنياتهم في مكان مجهز تقنيا وآمن لدرجة كبيرة خاتمة : سبعة عشر عاما من التميز .. و الانجاز و العمل الدؤوب في خدمة كتاب الله و علومه رحلة من التفاني و الإخلاص لوجه الله تعالى .. و منارة للعالم تسبق الضوء الى أفاق واسعة من العلم و تكريم اهل العلم .. و حفظة كتاب الله المجيد .. و سوف تبقى هذه الجائزة بإذن الله مقصداً لكل العالم تعبر به الى رحاب فضاءات تملؤها آيات القرآن الكريم حفظا وتجويدا و منهجا. مع تحيات ،،،جائزة دبي الدولية للقرآن الكريم Dubai International Holly Quran Award Years of privilege serving the Holly Quran seventeen years passed, and Dubai still illuminates the hearts of the world... Where tongues reading, memorizing and reciting the glorious Book of Allah in reverence and consideration..... seventeen years have passed and the Dubai International Holy Quran Award illuminates platforms flock to it the memorizers of the Holy book of Allah from all parts of the world... This Award illuminated the hearts and ears of the world with the revelations of Allah in the month of Ramadan each year. But even extended to the days of the whole year through diversified events and activities of faith. They are bright years of achievement. An achievement that aims to improve the general standard of Quranic performance i.e. its memorization, recitation and Tajweed, and contributes to highlight the Islamic face of the country and emphasize the Islamic values and their vital role in life. According to the supreme decision of his highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, the Dubai International Holy Quran Award has been established in the year 1997, 1418 H. It was started with two branches: “The International Holy Quran Contest” and “The Islamic Personality of the Year”. Then seven more branches have been created namely: Lectures Program, Local Contest, Inmates Memorization of the Quran Program, UAE National Memorizer Program, Most Beautiful Recitation Contest, Serving Quran Sciences Program, and Qiraat recitation Program. The Award grants the winners financial prizes and appreciation certificates. Also all participants are given financial rewards and appreciation certificates as well. Air tickets and lodging expenses are offered by the Award to all contestants, Islamic personality, judges and invitees. 1) The International Holy Quran Contest Memorizers of the Holy Book of Allah, who filled the world’s ears with the revelations of Allah... they came from all over the world and achieved a goal of the Award, which tends upgrading the general standard of Quranic performance; i.e. memorization, recitation and Tajweed.. Winners registered their names in the records of the Dubai International Holy Quran Award. The number of contestants participating in each year reaches more than 80 contestants, who all are subject to the initial test upon arrival... to ensure the contestant competent and eligibility to participate in the honor of this Award. This Contest takes place every year in Ramadan; all Arabic and Islamic countries are invited to participate in it by one contestant who is officially nominated by either his respective country or by an approved Islamic center. The contestant should not be more than 21 years old and should have memorized the Holy Quran. He should be conversant with the rules of recitation (Tajweed), delegated by an official body and had not participated in the same contest before. Every year the number of participants reaches more than 80 contestants. All of them are tested when arriving, and those who have not passed the test should leave back home. The Award accepts the recitation narrated by: Hafs, Warsh, Qaloon and Al Duori. But most of them are Hafs and Warsh. A closing Ceremony every year is held on 20th of Ramadan attended by his highness Sheikh Mohammed bin Rashid Al Maktoum or any person deputed by him. The first three positions are honored as follows: the first will be granted AED 250000, the second AED 200000 and the third AED 150000. All other contestants are granted rewards the maximum of which is AED 65000 and the minimum is AED 20000. The activities of the contest are transmitted live via satellite and land channels and published in local and international newspapers. The recitations of contestants are evaluated by an international judging committee consists of five judges in addition to a stand-by Judge. Each contestant has to answer five questions related to the Quran in full prepared by the technical committee of the Award according to international criteria. Dubai International Holy Quran Award has honored those names over fifteen years and has given the deserved... And has honored the people of honor... Islamic personalities... was honored by the Award to prove that the people of knowledge, virtue and goodness do not only deserve to be honored but also to engrave their names in the records of history and their efforts culminated in the service of Allah’s Glorious Book and its Sciences. They are honored where the entire world stand out of respect for them In recognition of their grand contribution to humanity. • Every year a prominent Islamic personality is nominated for the Islamic Personality Award. • The Islamic Personality of the Year may be a scholar or an institution. The personality is nominated on the merits of his/its outstanding writings or his/its outstanding recognized contribution to the Islamic causes, and that must be certified to the unanimous • The Award chooses the personality, and then it will be proposed to his highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, who blesses the choice of the Organizing Committee. • The selected Islamic Personality is announced at a press conference held by the Chairman of the Organizing Committee in the presence of members of the organizing committee. • The Islamic Personality is honored at the final ceremony of the Award which is attended by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, or any one deputed by him. • The award’s value of the personality is one Million Dirham. Branches of the contest are: 1. Memorization of 30 parts 2. Memorization of 20 parts 3. Memorization of 10 parts 4. Memorization of 5 parts (for UAE nationals only) 5. Memorization of 5 parts (for expatriates below 10 yes old) 6. Memorization of 3 parts (for UAE Nationals below 10 years old) 7. Qiraat Branch designated for contestants who participated in the first branch of the Local Contest and have license in one of the famous recitations (Warsh, Qaloon and Al Duori). • UAE nationals and residents from both genders are entitled to participate in the Local Contest, provided that a contestant has not participated in the International Contest or any higher / same branch in the previous contest, and he can participate in one branch only. The contestant should be nominated through any Quran Centers. • This contest is conducted during the month of Muharram every year. A contestant entitled to enter the final qualifying competition after being subjected to the initial contest of the Center it belongs to, then the pre-qualification contest held at the region level. • Each center can nominate seven males and seven females’ candidates if any. • Each candidate has to undergo a valuation test conducted by the judging committee which consists of five members the test is based on Hafs narration. The same criteria of the International Contest are applied in setting the questions of this Contest. • The local contest is managed by a sub committee appointed by the Organizing Committee of the Award called the Local Contest Committee. • The Organizing Committee grants the first three winners of each branch financial prizes ranging from AED 3000 to AED. 30,000. Other contestants are rewarded as well. And all participants are given appreciation certificates. 4) The Memorization of the Holy Quran at Prisons The Holy Quran memorization and recitation enlighten hearts... And wash self filths as hail washes a white dress... And the spirit shines by repentance light. When the Glorious revelations of Allah is the approach to the penitent turns back in repentance to the Lord... thus Dubai International Holy Quran Award become aware of this value, and realized that punitive institutions can be a correctional institution for that it introduced the Fourth Branch of the Award which is the Memorization of the Holy Quran at Prisons. Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, his Excellency Ibrahim Bu Melha Chairman of the Organizing Committee had issued an administrative decision of establishing the branch of Memorization of the Holy Quran at the Punitive Institutions in Dubai, which had started its activities on 26/3/2002. The objectives of this branch are: 1. To serve the Holy Quran. 2. To transform jails into reformatory and educational institutions. 3. To mitigate inmates’ punishment in honor of the Holy Quran as per the following table: Parts Memorized Mitigated Period 30 Parts 20 years 20 Parts 15 years 15 Parts 10 years 10 Parts 5 years 5 Parts 1 year 3 Parts Six months The Contests and Memorization Affairs Unit of the Award is assigned to supervise the program technically, while the General Department of Punitive and Correction Establishment supervises the administrative affairs of this program. Every three months the Inmates are subjected to a test. Then the inmate shall be entitled to benefit from the pardon or mitigation of sentence accordingly. The Organizing Committee holds a formal reception every year to announce the names of those benefiting from the pardon or mitigation. Attended by the Chairman of the Organizing Committee, his deputy, other members of the Committee and officials from the DPP, the General Headquarters of Dubai Police and the Islamic Affairs and Charitable Activities Department in Dubai. 5) Lectures and Seminars Program The activities of the Award start every year by lectures delivered in the period from 1-8 Ramadan. For that the Award invites prominent scholars and renowned preachers to give these lectures that handle diversified subjects. Usually the Organizing Committee arranges for conferences, seminars and lectures to be held in the official halls, centers and mosques of Dubai through the year. Also gives the chance to other centers and institutions in other emirates to utilize the presence of such prominent scholars and preachers to give some lectures at such institution or centers with coordination of the Award. These conferences, seminars and lectures are recorded to be gifted to other satellite channels that transmit them through all the year. 6) UAE National Memorizer Program Objectives of the Program: This program aims to encourage the UAE nationals to memorize the holy Quran. Since the lunching of this branch in the year 2003, the Award always advertises about this contest and collects the application from both genders then announces the date of the contest which ends by choosing the top ten from both genders. The top ten winners will be awarded as follows: - The First AED 30000 - The Second AED 29000 - The Third AED 28000 - The Fourth AED 27000 - The Fifth AED 26000 - The Sixth AED 25000 - The Seventh AED 24000 - The Eighth AED 23000 - The Ninth AED 22000 - The Tenth AED 21000. The rest of contestants will be given AED 5000 each and a Certificate of Participation. A formal ceremony is held which attended by media people. The distinguished best UEA participants will be nominated to represent UAE in global contests. Many of the participants, males and females, who memorized the Holy Quran, have achieved advanced positions in global Quranic contests. 7) The Most beautiful Recitation Contest The idea of lunching the "Most Beautiful Recitation Contest" is originated after the Organizing Committee of the Award added a contest associated with the International Holy Quran Contest at its ninth session which called “the most beautiful voices contest”. A Specialized judge was assigned to this contest who is well acquainted with the knowledge of sounds, tones, and intonations that used by the most well-known Quran reciters. A special award has been allocated for the best voice chosen from amongst all the contestants in the International Contest. This contest has achieved a great success and was applauded by the public and was an incentive for the contestants, as all of them did their best to improve their voices in order to have the chance to participate in this competition. Thus, due to the success of this contest it was suggested by HE Chancellor Ibrahim Mohamed Boumelha, Chairman of the Organizing Committee, to establish a special contest to be called "The Most Beautiful Voice Contest". The suggestion was proposed to the members of the Organizing Committee and approved, as the Statute of the Award states that it is permissible for the Award to develop new branches later, because the goal is to serve the Book of Allah, show the love of the Muslims of this Book and compete on its memorization and recitation. This fact was not available in other religions, where Allah says: {and recite the Quran in slow, measured rhythmic tones}. A nice voice is gifted by Allah to many people. Allah says in the Holy Quran: {He adds to Creation as He pleases}, some interpretation scholars said about this verse: the beauty of Allah’s creation of man is that, by His ability creatures became completed and beautiful, and He may increase in the creation so that praised. The Prophet, peace be upon him, said to Abu Musa al-Ash'ari, may Allah be pleased with him, as he likes his nice voice: ((you have been given a woodwind instrument of Al Dawood)). Objectives of the Contest: • To discover, sponsor and qualify Quran talents and voices and to encourage the persons who enjoy such qualities to enhance their position in the society. • To present an original model for TV Quran competitions and invite the viewers to Quran feast to nurture the proper inborn nature by hearing the beautiful Quran voices. • To present distinguished models for the future readers of the Holy Quran. To give the beautiful voices a chance to compete in the field of the Holy Quran. • To give the beautiful voices a chance to compete in the field of the Holy Quran. Branches of the Most Beautiful Recitation Contest The contestants are divided into five categories as follows: 1. The Buds category (below 15 years) 2. The Youngsters category (from 15 to 25 years) 3. The Youth category (above 26 years) 4. Mosques’ Imams category. 5. Most beautiful Azan category. 8) The Quranic Science Studies Program The Dubai International Holy Quran Award endeavors to make its program of serving the Quranic Studies a leading and outstanding one at the level of the Islamic world. Some objectives and activities of this program are: • To hold or sponsor exhibitions related to the Holy Quran and its studies and to organize or participate in introductory programs about the Holy Quran. • To collaborate with centers that caters for the Quranic studies. • To hold forums, seminars and conferences related to the Holy Quran and to organize or sponsor contests that spread the Quranic culture. • To encourage the outstanding works in the field of the Holy Quran, Sunnah and biography of Prophet Muhammad PBUH studies, and to work on printing and publishing materials related to the Holy Quran studies. The Organizing Committee has issued more than 50 books about Quranic studies and miracles, Sunnah and the noble biography of our Prophet Muhammad, PBUH. 9) Recitations (Qiraat) Program The Qiraat Program (ways of reading and reciting the Quran) aims to produce a group of UAE nationals and license them on the basis of the chain of authority (Sanad) back to the Prophet, Peace be upon him. Such license authorizes them to recite the Quran in the Seven Readings and the Ten Grand and Minor Readings recurrent from the Prophet PBUH. The idea of this program emerged in the year 2006, where a committee of Qiraat scholars was formed in the UAE to communicate with several Qiraat scholars from outside the UAE in order to set a regulation and procedure that fits the status in UAE and keep pace with the teaching system of this science in other Muslim countries. Thus, these long meetings came out with an integrated program consists of four stages: First stage: the student is licensed in Hafs or Asim reading narrated by Al-Shatebeya or by way of Taybat Al-Nashir as chosen by the student. Second stage: the student is licensed in the Seven Readings. Third stage: the student is licensed in the three complementary Readings of the Minor Ten Readings. Fourth stage: the student is licensed in the Grand Ten Readings. The Program’s terms stipulate for students enrolled in the program to be of expert memorizers and to learn by heart the number of texts (Mutoon) prescribed in the curriculum and must pass the introductory tests and the final tests of each stage. The program has introduced a new teaching system; (flexible sessions) where a student and his Shaikh may determine the place and time of the lesson provided that they meet the requirements of the curriculum and the number of studying hours. Sessions are allocated for males and others for females. the Program also accompanied with a number of assisting educational programs, presented from time to time in the form of courses, seminars, workshops and open meetings, in addition to the memorization of certain texts (Mutoon) with its explanations in some sciences such as vowelization, ways of drawing letters, number of Quran Aayat (verses) and Quranic sciences. 10) Mushaf (The Quran of) Sheikh Khalifa bin Zayed Al Nahyan His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai announced the publication of Mushaf (The Quran of) Sheikh Khalifa bin Zayed Al Nahyan, and distribution of million copies of it. His Highness commissioned the Dubai International Holy Quran Award for the full supervision to print the Mushaf (The Quran) and to distribute it in order to pay the reward to the His Highness Late President of the UAE. To implement the High resolution, the award lunched a new branch called Mushaf Sheikh Khalifa bin Zayed Al Nahyan Branch, the organizing committee immediately started to communicate with a number of famous calligraphers how are well knows for their remarkable handwriting in the Arab and Islamic countries to write the Mushaf and it was assigned to two of the most famous calligraphers in the world to accomplish this project. For this purpose the award formed a management committee and Technical committee to oversee the technical stages of writing, printing and distribution of the Mushaf (The Quran) 11) Center of Sheikh Mohammed Bin Rashid Al Maktoum Center for Manuscripts The Organizing Committee of the Dubai International Holy Quran Award announced the establishment of a new branch called the center of Sheikh Mohammed bin Rashid Al Maktoum for the manuscripts in the new headquarters of the Year Award in the area of Al Mamzar according to the directives of His Highness the Ruler of Dubai, where he donated his wide range of personal collection from the Holy Quran and manuscripts. Also, HE Abdul Ghaffar donated his collection of the Quran and rare manuscripts in different sizes to the center and the award opened its doors to all those interested in collecting Quran and manuscripts wishing to contribute to this center where they will be displayed in well equipped and secured areas. And this is expected to be the largest center in the Middle East. Conclusion seventeen years of excellence, achievement and hard work in the service of the Book of Allah and Its Sciences. A journey of dedication and devotion to Allah the Almighty... And a beacon of light to the world that outstrips to the wide horizons of science and honor scholars... and the memorizers of the Glorious Book of Allah... And this Award will remain, by Allah willing, the destination for the entire world that passes it through vast spaces filled with verses of the Quran memorization, Tajweed and approach.
